I don’t know what you are implying. Next you will be saying that Lasse Viren’s odd knack of only winning championship finals, or Sergei Bubka increasing his world records by 5 mm at a time were in any way dubious or fixed. To say that Chinese swimming records are broken only via the use of stimulants (and outside major championships) would be as daft as suggesting Bubka only increased his leaps by small amounts as he was paid a bonus every time he broke the record, and not by how much.
